Eh, might as well give this its own post. Raidou's over 11,300 comments (and the demons are over 1,130), so have a relationship/essay/anything goes meme.
Jo has become one of the people Raidou will go out of his way to look out for and help if needed. He likes spending time with her - even when the conversation drifts into [bracketspeak territory] - and might even consider her a friend. This would, he thinks, not be a bad thing. He's not sure how she feels about him, though, and he doesn't like to push things like that, so he's hesitant to say they are friends.
He actually finds Jo kind of soothing to be around, because she sort of reminds him of some of the demons, and Raidou tends to be more comfortable around demons and other nonhumans than humans. It's not really a conscious association, though.
He's glad Meg's in camp with her now. He doesn't quite get what's going on there, but he's glad Meg is so loyal to and protective of Jo nonetheless. (Although Meg's protectiveness of Jo reminds him of his own protective feelings towards Narumi somewhat, so he'll probably figure it out sooner or later.) He thinks Meg is good for Jo.
Jo finds Raidou a somewhat calming presence. It's not like Jo thinks much about having "friends", aside from Meg, who is the person she met first after losing her memories. Jo's entire stay in camp has affected her to the point where she doesn't pull a gun on practically anything that comes in her way, and one of the people she somehow got to know a bit better aside from dotting is Raidou. Sure, they don't talk very much when they meet, but she actually likes being around him for some reason. Of screen, I wouldn't be surprised if they spent time at the shooting range, for the sake of company.
I'm not sure really how to solidly express Jo in relationships, but she likes Raidou and doesn't mind being around him. Jo has this... way of respecting people, and not respecting them. Raidou one of those very few that Jo would bother talking to if something happened. She respects him, and knows he can take care of himself in situations. She would also give a helping hand in a battle, if needed.
Not much has changed with Luffy; Raidou considers him a friend and looks out for him (and worries at times about his tendency to forget to wear weather-appropriate clothing). He was surprised when Robin said Luffy had "adopted" him like he did Vanya, though; he's not really used to that sort of thing happening to him, and he's not entirely sure what it means.
Luffy continues to surprise him in that he gets Raidou to do things he otherwise wouldn't, e.g. building a snowman. It's not precisely comfortable, but he doesn't really mind it.
I'm not sure how much has changed. Raidou feels a little better about talking to Wanda now that she knows about the demons, and he's still kind of surprised she reacted so matter-of-factly, although on balance he doesn't really think he should be. He's pleased about that, though, and he was also flattered she said he was responsible about his powers. That's something that was strongly impressed on him as a child, and it's something he worries about constantly.
Wanda is another person Raidou is willing to look out for and back up as needed, although he also feels/suspects Wanda can more than take care of herself and isn't sure how she would react to knowing this. Tae's been teaching him about feminism, and about unconscious sexist behaviors and such, but he doesn't always know where the lines are even with her, much less women from other worlds. He does suspect Wanda would find his angst about it amusing.
I am not sure what Wanda normally wears around camp? I've been assuming things closer to her Ultimates clothing rather than Loeb!Ultimates and/or 616. He's spent enough time around demons like Lilith and Alraune that skimpy clothing doesn't necessarily faze him that much; it's behavior that really bothers him. He's not all that comfortable with flirting, especially after the second game, but as long as it doesn't descend into serious come-ons (or worse) and the other person is willing to back off if it does, he'd be okay. He figures any flirting on Wanda's part would just be teasing, though.
He likes talking to Wanda and would not mind if they became friends. He did get her a Christmas present, after all, and he wouldn't have bothered if he didn't feel some bond with her. He'd rather follow her lead on that, though.
As for Lucifer, even though he's not the one from the DSRKverse, Raidou still only trusts him about as far as he could throw Satan (visual reference). On a related note, the overlap between the figures you've got on this list and the Megaten games is interesting.

Yes, she wears the Ultimates outfit ( but the art for some of the other one is just so nice. . . . :x ).
Wanda likes Raidou! He's one of those people she feels pretty comfortable being both sides of herself, which is somewhat rare. She's someone who is often split ( tossing between supremacist and just lazy richness and occasional moments of heroics and other such things ). It's nice that he has some kind of power because she can justify feeling fond of him to that side of her which still falls in line with her delusional father.
Power responsibility is a hilariously large thing for Wanda. ( Despite the whole . . . terrorist gig. ) She, herself, has trouble controlling her abilities sometimes and it is easier around others who can and in atmospheres which don't stress her out. So, Raidou has kind of helped fill a bit of an odd "safe space" for her. He's also polite and doesn't have this YOU'RE A CRAZY WITCH reaction which is always nice. He also seems like a smart boy and she does prefer smart boys to stupid ones.
FLIRTING AHA. Yes. She's teasing him, but it's also a way for her to show some kind of friendliness. She's in a relationship back home and nothing would shake that, so flirting is more of a fun friendly sort of thing for her. Her emotions and brain is going a bit wonky these days because her temper is swinging back and forth, but you know.
Lucifer thinks other people are so anxious. Jeez, guys :(. Aha, that list. It's all the beings I could remember Lucifer encountering/doing things in the Lucifer books. Skull and crossbones for ones who died and the sun is for ones he personally killed. Not that he's updated to all of those, but I thought it was interesting esp. considering the crossovers we have in Camp.
So far, Raidou likes Kitchel. He thinks she's very friendly and he really enjoys talking to her; she seems irrepressible and on some level he finds that comforting. (He does hope that camp isn't hard on her if/when it finally hits her with a camp effect, though.)

Not that he doesn't respect the law, but he is also very aware that the company he keeps would be questionable at best for an awful lot of people, and that some of his actions would be at least as questionable.
(He's also aware that he may be overcompensating; he really hadn't had that much contact with the world outside of his village, aside from school, before he arrived in Tokyo, and he's very aware of how sheltered he's been and that Things Are Different for other people. That and some of the people and situations he's encountered and things he's done/had to do in the process of solving his last two big cases have raised a lot of questions for him in terms of law and morality.)
Gdon thinks Korea is annoying but tolerable. She was amused when he started asking her about shrine etiquette, albeit somewhat exasperated at his assumption that she'd know, given that she's from Hindu religious tradition. She thought sending the tigers out to raise funds was tacky.
Kitchel is generally interested in Raidou's experiences as a detective, if a little wary about the fact that he works in law enforcement. She's pretty sure that she's got diplomatic immunity or something, but it's still a little unsettling for her. Not that it will hinder her continuing to talk to him or anything like that. Heck, the potential danger makes him more interesting. She gets the idea that he's pretty relativistic/willing to compromise about things and that's nice.
She's also not really sure why he got tied up for not socializing. He seems pretty socially well-adjusted to her!
On a totally different note, one of Kitchel's more minor pings is guys in uniforms. They remind her of the Dragon Fighters she interacted with for a while in her canon. They were her bitches. In the future Raidou may be asked to do things like carry her stuff or get rid of demons.
Korea says that tigers are tigers are tigers and she should know about things that possibly vaguely pertain to her okay. :| He doesn't have a whole lot else to say on this, apart from that he respects her (but not so much that he will not continue to annoy her, as tigers are not dragons and it's really just who he is) since she is clearly some sort of spirit/deity/etc and it is her year. He denies the accusations of tackiness.
Raidou considers ZEX one of his closest friends in camp. He does wonder sometimes if ZEX is attracted to him, based on his touchy-feeliness, but whenever the thought comes up he chides himself for being self-centered and puts it out of his mind.
He is happy that ZEX has found someone! But he's also worried, because a) it's Raidou and that's what he does; and b) he doesn't know anything about Mystery Boyfriend. He does not like the thought of ZEX being hurt. He also worries that ZEX's unfamiliarity/difficulty with monogamy might complicate things and also get ZEX hurt.
Raidou's thoughts on Brook haven't really changed all that much; Brook is still something of a favorite uncle to him (mistletoe awkwardness aside). He worries about Brook, as he does with all his friends, and he's always glad to see him. He is very curious about Brook's past (especially Laboon), but it's not something he feels entirely comfortable asking about, because he's not sure how much is a sore subject for Brook.
He tries to ignore Brook's more salacious comments or at least take them in stride, because such things are still not quite something Raidou thinks about all that much and he wonders if perhaps that's because he's... lacking something, he's not sure what.
Raidou's still not entirely sure what to make of Mickey, and he still doesn't know what a disney is. Perhaps someday someone will explain it to him. He does feel a certain cautious trust towards him, though.
Raidou feels a certain amount of cautious respect for Gabriel, although he's still not entirely sure he trusts the angel yet; Gabriel didn't make the best first impression what with whisking him into the library like that. He doesn't mind talking to Gabriel, but still hasn't really made up his mind any further than that. He is not sure how Gabriel feels/would feel about his having pacts with Sandalphon, Metatron, Lilith, and Beelzebub.
He still feels bad for scaring Mio by having Gdon firebomb those zombies, but wouldn't mind talking to her some more.
Raidou's gotten quite fond of Alice; he actually finds her rather relaxing to be around. He is curious about her vampirism - while there are demons with vampiric traits in the DSRK games, there aren't actual vampires per se, and his knowledge of them is very limited as a result - but figures it would be rude to ask. He does wonder at times if the sheer number of worlds/futures represented in camp ever give her a headache.
He wonders at times about her past, and finds it somewhat disquieting that she doesn't remember anything pre-vampirism, but he doesn't want to pry (even if she could give him answers, which given her lack of memories seems doubtful).
Inugami was obviously distracted by recent events, but thought Alice was nice and was very warmed by her concern for Raidou. Inugami likes people who care for Raidou.
Raidou still has difficulty at times with how different Hatter is from the Belial of his world. He still doesn't particularly trust Hatter, but feels an odd sort of quasi-camaraderie with hir; this worries him, because Hatter is still in large part an unknown quantity to him, especially in comparison to his world's Belial. Having defeated the Lucifer of his world, he does feel slightly more awkward around Hatter, and doesn't know how Hatter would react to knowing Lucifer a) is still interested in him, and b) offered to serve as one of his demons.
He is not sure how he feels about Alice associating with Hatter, although she seems to find it comforting on some level and he doesn't want to deprive her of that.
Raidou likes Robin. He identifies a bit with her - not so much with the teasing exterior, obviously, but even before she de-aged, he had the feeling that her childhood... wasn't, and that there is a certain amount of loneliness beneath that exterior not that he would know anything about that. In a way, she reminds him of Rise, whom he still misses a great deal.
He mostly tries not to think about the card event, because it was too unsettling. He knows it was the card causing Robin's behavior, though - which makes it even more unsettling, because it meant Robin was acting against her own will and unable to stop herself even if she could tell something was wrong. So he feels terrible for her as well, because he knows she had no control over what was happening. Which is why he had to make sure she knew he didn't hate her.
Tiny!Robin brought a whole new set of worries, because she was obviously traumatized and he was terrified he was going to add to that. He was immensely relieved that she didn't bolt on him when they met, and touched and grateful when she seemed to accept and trust him.
He did keep the kimono from the crossdressers' ball - it might come in handy should he be transformed into a woman who is not Bayonetta - but expects to hear a great deal of teasing from Robin when she returns. He has not told Narumi about this at all.
Congratulations, Zachariah; you are one of the few people in camp Raidou out-and-out dislikes.
Raidou knew exactly what Zachariah was from the start, and Dean and Castiel quickly filled him in on who he was and what he was capable of, so Raidou has been cautious since the beginning. He takes Zachariah seriously as a potential threat to the camp, but otherwise has no respect for him whatsoever, not because he expects angels to be SRS BZNSS all the time but because Zachariah seems ridiculously petty in addition to everything else. He also finds Zachariah's personality grating; he suspects Zachariah knows this and finds it amusing, but he knows there are (were?) more important issues to worry about where Zachariah is concerned.
Raidou also has a serious dislike for anyone who harms or endangers one person in order to get to another, so there's that as well. He will not engage, because Dean told him not to, but he is not happy Zachariah is in camp.
He is also not at all happy that Zachariah was in the vicinity when camp chose to out him for fighting and defeating Lucifer; he much prefers to stay below people's radar in general (not that Raidou necessarily knows what radar is), and losing that sort of advantage grates on his nerves - especially in this case. Dante also told him Zachariah had been asking about him, so he's even more on-guard than he was.
He would be much happier that Zachariah's plans were ruined had it not led to Sam's apparently eternal imprisonment. Instead, he just dislikes Zachariah that much more.
It's basically what you said, Zachariah caaan sort of read people's minds, or at least he's just really really good at reading people in general. He honestly didn't really know what to make of Raidou and his demons but he didn't really think he's a threat so whateverrr. He definitely knows that Raidou hates his guts but hey, a lot of other people hate his guts so it makes no difference to him XD Might as well get some enjoyment out of it.
But then he found out that Raidou fought Lucifer and... won! He's aware that there's a possibility this might be a different Lucifer from another world, etc. but it's still a huge achievement. He wants to keep a closer eye on Raidou and see what he can do. He's still not sure what to make of Raidou and still underestimates him but he wanted to see how Raidou could possibly fit into his plans.
